CONSTITUTION OF THE SEMANTIC ECONOMY — Enacted Version 1.0, Installable Edition with Constitutional Apparatus

The Constitution of the Semantic Economy — Enacted Version 1.0 is the central governance instrument of the Semantic Economy framework.

The primary text was enacted in November 2025. This April 2026 edition makes the Constitution installable by combining the enacted text with provenance notice, jurisdiction statement, signatory and ratification registers, constitutional footnotes, and implementation apparatus.

The Preamble establishes several foundational claims:

• monetary obligation depends on interpretable meaning;
• the Archive precedes capital as a reservoir of semantic coherence;
• semantic capital has archival, genesis, and retrocausal modes;
• the ₳₳ glyph marks the economy’s debt to meaning;
• Operators act as fiduciaries of coherence rather than owners.

The Constitution contains eight articles plus a mathematical appendix:

1. Ontology of Value 2. Ledger and Unit 3. Operators and Operator Authority 4. Genesis Mint 5. Archival Valuation 6. Retrocausal Yield 7. Ethics of Distribution 8. Amendment Procedures and Operator Consensus 9. Appendix I — Mathematical Charter

Three invariants are declared non-amendable:

• Debt/Creditor Inversion;
• Human Sovereignty;
• Matthew 25 distribution toward the vulnerable.

The document distinguishes its own governance from external law. “Jurisdiction” means participation in the archive, Ledger, Operator system, and associated deposits. “Not metaphor” means the Constitution is enacted through archive practice and public governance behavior, not that it supersedes applicable law.

The provenance notice permits citation, teaching, remixing, and construction under CC BY 4.0 with attribution. Such reuse does not by itself establish co-authorship, institutional affiliation, endorsement, ratification, or authorized extension.
