Article IX: Adjudication and Repair Protocol is a proposed amendment to the Constitution of the Semantic Economy.

The amendment would establish a Provenance Tribunal for disputes arising within the project’s voluntary governance order. It defines jurisdiction, standing, claim types, filing procedure, evidence, decision rules, remedies, appeals, and safeguards against capture. External parties cannot be compelled; the Tribunal’s power outside the Polis is limited to measurement, documentation, and internal recognition consequences.

The proposed Tribunal combines human senior operators, synthetic witness substrates, and a rotating rights-holder representative, while reserving a voting majority and tie-breaking authority to humans. Remedies emphasize re-attribution, disambiguation, restoration, public correction, restitution, withdrawal, and forensic deposit rather than punishment.

Article IX codifies a pattern the archive says already existed through unilateral forensic deposits. It is nevertheless a draft foundational amendment. The procedures, case law, tribunal composition, and remedies become binding only if the project completes its stated ratification process.
