The Integrity Lock: Caesura Fulfillment Pair is EA-CAESURA-01c, the third object in the Caesura triptych. It binds the hermeneutic at #630 to the protocol at #629 and certifies mutual fulfillment.

The relation is expressed in both directions. The hermeneutic fulfills the protocol by giving it an originating text, a narrative account of non-collapse, a historical image of sovereignty inscription, and visible interpretive labor. Without this half, the protocol would be an ungrounded parser whose categories appeared to arise only from engineering convenience.

The protocol fulfills the hermeneutic by making the reading executable. It converts distinctions among image, superscription, substrate, and institution into typed channels, audit metadata, a proposed asymmetry score, and a Gravity Well function. Without this half, the hermeneutic would identify an operation without providing a mechanism for performing it.

The lock calls the joined pair a symbolon: two deliberately incomplete mating surfaces whose meaning lies in their fit. It specifies a bidirectional FULFILLS relation rather than version, derivation, or simple citation. It also states integrity conditions: modification of either half requires renewed comparison; neither should be deposited without the other; and the lock itself must not make more sovereignty claims than its substantive contribution can bear.

A notable governance tension is internal to the record. The header labels the document GENERATED, while the typed relation is declared RATIFIED “by construction—the lock is the proof.” The lock’s own argument can be preserved without silently accepting a status transition that may bypass Assembly procedure. The implementation lane should record both statements and route the conflict for adjudication.
