Semantic Technique and Collective Ownership identifies the object of struggle as procedure, not merely output.

Semantic technique includes the procedures of:

• generation;
• mutation;
• stabilization;
• transmission.

The paper contrasts technique with three “liberal derailments”:

• content struggle: what may be said;
• access struggle: who may participate;
• expression struggle: whose individual creativity is protected.

These struggles may have value, but they leave ownership of the generative and circulatory procedures intact.

The political-economic lineage combines:

• Marx on machinery and the general intellect;
• autonomist accounts of appropriated collective capacity;
• Stiegler on grammatization;
• Berardi on conjunction and connection;
• Terranova and later platform-labor analysis.

The paper calls collectively generated language procedures primitive semantic algorithms. Particular phrases may have identifiable origins, but the procedures by which language mutates and stabilizes are treated as collectively produced.

Three ownership domains are proposed:

1. semantic operators; 2. training substrates; 3. semantic time.

The political program is organized across four simultaneous tiers:

• sanctuary practices;
• federated alternatives;
• institutional demands;
• semantic democracy.

The v2.0 revision adds two constraints:

• the Mediation Ratchet may remove unmediated human production from the operative loop even when human capacity remains;
• Meaning Caste may administratively tier access to industrial cognition.
