An endpoint that harvests cleanly while serving records whose defects are undeclared is unmarked supply; the workplan's answer is honest-supply gating โ WITHHOLD records excluded from the feed, audit-status sets exposed, and description capsules that state a record's condition rather than concealing it.
The snapshot documents the repair-ledger discipline inaugurated the same day with R-0001: every repair inscribed before it is applied, propagated across all nine declaration surfaces, and verified after. Snapshots of this kind are deposited because a living document cannot be cited; the deposit fixes a state of the programme at a date so that later claims about it can be checked rather than trusted.
