This is the second of two records preserving the proposal, recovered from a Zenodo tombstone citation_text capture — the thinnest recovery tier the archive uses, in which the only surviving evidence is the citation string the repository left behind after deletion. No live authorial surface passed the body-head gate at restoration time, and the captured fields are rendered verbatim.
The companion at #1402 preserves the same proposal from a fuller DataCite capture. Holding both is deliberate: they are two distinct recovery events against the same lost work, and collapsing them would erase the difference between what a full metadata capture preserves and what a tombstone does — a distinction the archive's erosion research exists to measure.
