Its opening finding is the sharpest observation in the series: a reference resolver accepted sources as "publicly available" yet rejected entity instantiation as "not clearly notable" — producing contradictory gating behaviour in which the same material yields valid reference tokens and denied entity tokens. A system that will cite you but will not admit you exists is describing a policy, not a fact.
