Its definition proceeds by negation, which is what makes it precise: "The star (★) is the seal of the Crimson Hexagonal Archive. It marks documents that have been witnessed, completed, and released into the archive. It is not an endorsement. It is not affection. It is n[ot]…"
Specifying what a mark does not mean is the harder half of the work, because a seal accumulates connotation from use. Three conditions — witnessed, completed, released — are the whole of its claim: the star asserts procedural completion, not quality. It is Canon 01 of NH-OS under the integrity lock at #1159.
