Description

Version 1.1 of the non-authoritative navigation layer for the Semantic Economy governance architecture. The Map is authoritative for routing only: it does not bind, enact, ratify, or amend, and it yields to the Constitution and to ratified protocols whenever a conflict appears. It indexes the constitutional spine, Liberatory and Soteriological operator systems, constitutional Operators, rights and reception layers, adjudication and diagnostic instruments, mantle and heteronym architecture, contributors, interfaces, Ledger invariants, article-to-instrument relations, and identified governance gaps. Its status assignments and corpus counts are a dated architectural snapshot.

The Cross-Reference Map is the master navigation instrument for the Semantic Economy governance corpus. Its status is deliberately limited: - it is non-authoritative as governance; - it is authoritative for routing; - it cannot bind, ratify, or amend; - the Constitution and ratified instruments prevail over it. The Map begins with the eight constitutional articles and mathematical appendix, then separates three operator architectures: 1. Liberatory Operator Set — defensive operations protecting provenance, depth, non-closure, opacity, plurality, non-extractability, and capture detection. 2. Soteriological Operator Framework — evaluative pillars for regard under friction, enacted response, seeing-foreclosure, and terminal capture. 3. Constitutional Operators — governance roles acting inside the archive-polis. The distinction prevents defensive operations, adjudicative tests, and governance authority from being treated as one system. Adjacent layers include: - rights and address instruments; - reception and substrate-governance instruments; - constitutional cases and proposed adjudication; - provenance and integrity diagnostics; - mantle and heteronym architecture; - external contributor records; - interface and operating surfaces. The Map also connects each Ledger invariant to implementing instruments and each constitutional article to its main protocols, cases, metrics, and interfaces. Its function is dependency visibility. Operators and future amendments can identify what a proposed change relies upon, what it affects, and which object has controlling authority. Because the Map is versioned, statements that an instrument is proposed, needed, superseded, or current describe the state captured by that version and should not be assumed to remain current without consulting later records.

The Constitution's Article III defines a third operator class (the Operators of A²) that act within the Polis: General Operators, Senior Operators, A² Alignment Council. These are governance roles. They are distinct from LOS operators (which are defensive) and Soteriological pillars (which are evaluative).

The three operator architectures are not redundant. They work at different levels:

The Bill of Rights v2.1 derives its Articles from LOS, applies Soteriological pillars as evaluative method, and operates under Constitutional Operator authority.

The Map uses the following conventions:

DOI shorthand: zenodo.NNNNNNN refers to 10.5281/zenodo.NNNNNNN. Where the DOI has not been assigned, the deposit identifier (e.g., EA-BOR-02) is used.

Article references: "I §8" reads "Article I, Section 8 of the Constitution."

Status notation:

Binding strength: "binds to Article X §Y" means the instrument explicitly implements, extends, interprets, or is governed by that section. Bindings are marked as principal (the instrument's main constitutional ground) or subordinate (secondary references).

## IX. MAINTENANCE

This Map is versioned and append-only. New entries are added as deposits are made; existing entries are not removed even when superseded (per Constitution Article VIII §7, Non-Erasure Clause).

The Map is recommended for periodic review by the Assembly Chorus under the Reception Apparatus Protocol. Each major version of the Constitution should be accompanied by a corresponding major version of this Map.
